Safe Harbor provides the support that survivors of sexual and domestic violence and human trafficking need to overcome their crisis and transform their lives. 


In April 2000, we opened our doors as an emergency shelter for Henrico County residents in imminent danger due to domestic violence. Throughout our 23-year history, we have expanded services to directly respond to unmet needs within our community identified by key partners.

Today, we offer the following:

  • Therapeutic counseling for children (age five and up) who have witnessed domestic violence involving a parent or guardian, and adults and teens (age 13 and up) who are the victims of domestic violence, sexual violence/assault/abuse, dating violence, or human trafficking.
  • We provide counseling and support groups in English and Spanish at our community office, emergency shelters, Housing Families First in Henrico's East End, and the Sacred Heart Center in Manchester.
  • Specialized services, including art and music therapy, substance use counseling, and weekly support groups at both Henrico County jails for female survivors of sexual assault and human trafficking.
  • Emergency and transitional shelters for sexual and domestic violence survivors.
  • Therapeutic residential program for adult human trafficking survivors, which includes emergency and transitional shelters, therapeutic counseling and case management, substance use counseling, life skills, and art and music therapy.
  • Intensive case management services to minor and adult victims of sex and labor trafficking across the state who live in the community or our shelters.
  • Court advocacy within the Henrico Juvenile and Domestic Relations Court to assist survivors seeking preliminary and permanent protective orders.
  • 24-hour crisis hotline.
  • Hospital accompaniment at Bon Secours St. Mary's Hospital
  • Outreach and community education.
