CHANGE IS ALREADY HAPPENING

On July 29, an official legislative proposal for PET PROTECTION in Beijing was reported by Chinese state media. While not yet law it?s a start, and shows this issue is not being ignored.

And CHENGDU too, has actually enacted local reform by revising their Dog Management Regulations taking effect August 1, introducing fines for dog abuse and abandonment.
